Job Summary:   The Monitoring and Evaluation Officer will work under the supervision of the Senior M&E Officer to ensure smooth operation of NEPWHAN’s monitoring and evaluation activities on the Project.  S/he is primarily responsible for coordinating the project’s data collection and reporting activities in the State. S/he will also supervise data collection and reporting activities of case managers (providing community care and support services) at Service Delivery Points (SDP) within the project catchment area in the State.

  • Provide technical support to service providers (Case Managers/Mentor Mothers) at service delivery points to intensify service provision and documentation of services provided.
  • Provide technical support to enable service providers understand project job aids/SoP, definition and interpretation of project indicators/data elements etc.
  • Liaise with facility focal persons in various units of the facility (ART, ANC, PMTCT, Record/M&E unit, Lab, referral focal persons, etc) to harmonize data reported by the case managers/Mentor Mothers.
  • Works with primary service providers (Case Managers) to resolve questions, inconsistencies or missing data, and verifies accuracy of data before entry.
  • Inform the Facility M&E focal person, State/national NEPWHAN of perceived risks that need to be resolved, such as inconsistent or missing data that cannot be resolved by looking through the source documents.
  • Provide orientation/technical support to Case managers/Mentor Mothers on use of community tools and harmonization of same with facility records before preparation of Month Summary Forms (MSF).
  • Collect completed LGA/Facility MSF from Case Manager and prepare state MSF for the period.
  • Prompt entry of paper-based data summary into the DHIS at allowable timeline.
  • Guide the service providers on continuous update of patient records in the case of incomplete entries on source documents (as required, following validations).
  • Perform routine data quality analysis on the database and work with service providers to make justifiable corrections from source documents.
  • Conduct spot check on support groups during project-based support group meeting and provide technical support to improve support group meeting documents.
  • Mobilize community members for community dialogue meetings and conduct spot check during implementation of community dialogue meetings.
  • Back up data to necessary devices according to standard procedures.
  • Generates summary reports and responds to inquiries/quarries regarding electronic data issues.
  • Updating the facility Change Management Procedure register (CMP) from the database, based on DQA results.
  • Assists in establishing and maintaining an effective and efficient data management system with good audit trail.

I am delighted to address the world today at this Press Briefing, as part of NEPWHAN’s 2020 World AIDS Day event.

1st December every year is a special day set aside globally to celebrate humanity for its capacity to mobilize goodwill and political commitment to halt the carnage of death, caused by HIV/AIDS to those who fought with their lives to ensure that we, living with HIV have access to life-saving anti-retro-viral drugs.

This special day is an opportunity to harness the power of social change to put people first and close the access gap. Ending the AIDS epidemic by 2030 is possible, but only by closing the gap between people who have access to HIV prevention, treatment, care and support services and people who are being left behind. Closing the gap means empowering and enabling all people, everywhere, to access the services they need, and most importantly putting the patient community at the center of our interventions.

 

With the prevalence of people living with HIV at 1.3%, the incidence of HIV has dropped slowly in recent years. We have seen above 1 million people accessing affordable and effective HIV treatment, and AIDS-related deaths have been reduced by more than half since 2004 when it was at the peak.

However, we have still not gotten to the bottom of this public health challenge in Nigeria because, Nigeria has not achieved the 2020 target goals of UNAIDS, which  aims to diagnose 90% of all HIV positive people, provide life-saving anti-retroval therapy (ART) for 90% of those diagnosed, and achieve viral suppression for 90% of those treated by 2020. Available data shows that from 2010 to 2019, Nigeria only reduced by about 10% of HIV new infections, where about 293 adults become newly infected every day. If we are to achieve epidemic control by the year 2030, we must take responsibility by coming up with targeted HIV testing program, such as self-testing, awareness creation at community level (through sensitization and community dialogue meetings) in order to mobilize people to get tested, which is Nigeria’s theme for this year: “United to End AIDS in the Midst of COVID-19, Get Tested.

We recognize that there is much to do, as reaching those who, to date, have been left out of progress, is difficult. We also recognize that we need to be bold in our new policy, and demonstrate the resolve to take on the increased risks involved in reaching those who are left behind, while acknowledging and planning for the costs of this efforts.

In the context of vulnerability to HIV and AIDS, this will challenge us to ensure that those individuals and groups who are discriminated against, who are marginalized by virtue of their social and economic status, their sexuality or their gender, are not left behind. And this brings us to the global theme of this year’s World AIDS Day – Global Solidarity and Shared Responsibility, which for me, is Leaving No One Behind.

We urgently need to build a strong and resilient health system, which is integrated, people-centered, gender sensitive and rights based. Lack of investment in health has exposed a lot of countries, and so, we need to urgently build our epidemic preparedness capacity to enable us beat the next health security challenge via pandemics and epidemics. This will help us to sustain the gains we have made in the HIV response in the past years. As you already know, Nigeria is not on track to meet the fast-track 90-90-90 targets, even without COVID-19, and so, we need a renewed sense of urgency to redouble our efforts to address the dual and colliding impact of COVID-19 and HIV pandemics. We also need to have innovative and sustainable health and HIV financing strategies to eliminate the catastrophic cost on our vulnerable households. Out of pocket cost borne by Nigerians is about 71%, and this is unacceptable. We, therefore, welcome the Basic Health Care Fund instituted by the Government of Nigeria (GoN) which will strengthen the health insurance scheme to absorb basic health cost via pooling of risks. We also need to link the impact of humanitarian crises and HIV responses, especially in the North East of Nigeria.

We need to go granular and focus on the right populations and geographic areas with the greatest unmet needs for HIV prevention and treatment. We need to eliminate societal and structural barriers that drive the HIV epidemic. We must remove all punitive laws and policies, undertake law reforms which decriminalize key populations, reduces stigma and discrimination, and protects the human rights of PLHIV and key population, as well as eliminate inequalities associated with gender, gender-based violence and socio-economic inequalities. We have always talked about elimination of user fees to enable PLHIV and KPs, including women and girls have access to essential HIV services, which include sexual and reproductive health services they need.

To put the communities and networks at the centre of the response if we want to end the AIDS epidemic as a public health threat by 2030 is not in contention. This, however, requires that we have a tailored differentiated service delivery models to meet the different needs of PLHIV. Having community-based organizations plan, design, implement, monitor and evaluate programs allows for full ownership. Having communities and networks deliver services also allows for implementation of rights-based and gender- sensitive programs from the perspective of learned experiences. Peer supporters, mentor mothers are peer-led initiatives that put human face to the HIV response. Patient literacy, adherence support and tracking of lost-to-follow-up are critical ingredients for attaining sustained viral suppression. Having key populations support service delivery at One Stop Shops (OSS) ensure quality services are delivered, mental health issues are identified and addressed appropriately. Their meaningful involvement allows for critical services, such as condom programs, PrEP and HIV self-test services to be streamlined broadly into the OSS. In short, having communities lead services allows for identification of key barriers to the delivery of quality services, and to hold duty bearers accountable.

We need to be bold, to be brave, and to be out there in our efforts to tackle the formidable obstacles that stand in the way of providing HIV services to those who need them most. These are all qualities abundantly demonstrated by some of our formidable partners, especially FHI360, UNAIDS and NACA. The leaders of these great organizations have consistently stood with the people living with HIV and key affected populations in Nigeria.

With the advent of Corona Virus in Nigeria, the National COVID-19 Multi-sectoral Pandemic Response Plan was developed by the Presidential Task Force on COVID-19 with 10 pillars. Under the pillar on Epidemiology and Surveillance, led by the Nigerian Centre for Disease Control (NCDC), is the component of “community surveillance” and the use of health care workers and community volunteers to sensitize community members, and intensify contact tracing. In response, the UN System developed the one UN COVID-19 Response that is also structured around the 10 pillars of the Government plan. It further established the one UN Basket Fund for COVID-19 in Nigeria, of which NEPWHAN was identified as a potential community led organization of people living with HIV to lead and own the Community-led Monitoring (CLM) of COVID-19 and HIV response in Nigeria. This is financed through UNAIDS, and NEPWHAN is currently working in 15 States of the country.

As Nigeria works towards achieving national and global targets, as well as the sustainable development goals, community led monitoring becomes critical in all spheres to ensure the gathering of evidence, rapid response to red flags, improved quality and impact of services, and accountability at the programmatic and policy levels. This level of monitoring ensures community leadership and empowerment for sustainable response to HIV and COVID-19, and can be used as a catalyst in the management of other health programs.

It is within this context that NEPWHAN has commenced the implementation of the community-led monitoring initiative in Nigeria, by collecting quantitative and qualitative data amongst people living with HIV, key populations (MSM, FSW), women, girls, and people most at risk for HIV and COVID-19 infections. The responses will inform NEPWHAN’s advocacy campaigns to influence changes in policies and practices.

While we look forward to continued collaboration, working and partnering with everyone working for the interest of people living with HIV (PLHIV) and ending HIV by 2030, I want to appeal to all our donors, most especially PEPFAR and the Global Fund, to continue supporting the Nigerian Government to fight HIV and COVID-19. Let me state this emphatically, though COVID-19 is here with us, it should not reduce funding to fight HIV. I am also calling on the Government at all levels in Nigeria to increase their commitments in the fight against HIV and timely release of capitals to NACA and the Federal Ministry of Health to achieve their obligations.

    Background

    As the world scales up public health responses to the COVID-19 pandemic, countries are being urged to take decisive action to control the epidemic and provide necessary services and diagnostics to the people who need them. Countries are being requested to take a comprehensive approach tailored to their circumstances, with containment as the central pillar. However, as in all acute epidemics, especially where casual person-to-person transmission occurs, there is a need to ensure that the response is grounded firmly in human rights.

     

    In Nigeria, the number of cases related to COVID-19 remains low, but concerns on its likely chronic infectious diseases of HIV/AIDS, Tuberculosis and malaria remain untested, given the high burden of these diseases and relatively weak health system, compared to those of currently most affected countries, such as Spain. There are notable worries that COVID-19 outbreak in Nigeria can compromise the salubrious gains already made with PEPFAR, Global Fund and other investments in HIV, TB and malaria control. An urgent and pragmatic measure needs to be taken to support response to COVID-19 to minimize risks and sustain the efforts on improving the statistics of these core GF programs, otherwise the situation will be compounded.

     

    With the advent of the Coronavirus, the National COVID-19 Multi-sectoral Pandemic Response Plan was developed by the Presidential Task Force on COVID-19 with 10 pillars. Under the pillar on Epidemiology and Surveillance, led by the Nigerian Center for Disease Control (NCDC), is the component of “community surveillance” and “use of health care workers and volunteers” to sensitize community members and intensify contact tracing.     It is within this context that NEPWHAN, with support from the UNAIDS Country Office, and in partnership with ITPC West Africa, will implement the Community Led Monitoring initiative in Nigeria.

     

    NEPWHAN is an indigenous non-governmental organization and the national umbrella body that coordinates and administers all Support Groups, constituencies, associations and organizations of persons living with HIV/AIDS in Nigeria.  NEPWHAN was formed in 1998, with membership in over 1,030 Support Groups across the 36 States of Nigeria and the Federal Capital Territory, Abuja.

     

    In response to the need for effective coordination of the Community Led Monitoring initiative across the supported States, NEPWHAN is seeking dynamic professionals to work in the above-mentioned positions.

     

    JOB DESCRIPTION OF STATE FOCAL POINT

    The State Focal Point will be based in NEPWHAN State office, and work under the direct supervision of the project Program Coordinator/National Focal Point and the Monitoring and Evaluation Officer, with support from NEPWHAN State Coordinator. S/he will also report to NEPWHAN National Coordinator and the national office Monitoring and Evaluation team.

    The main role of the State Focal Point will be to coordinate the implementation of the Community-Led Monitoring of COVID-19 and HIV project at State level. S/he will supervise the Data Collectors (Community Volunteers) in the designated State.

    S/he will ensure the functionality of the Community Consultative Group (CCG)/Steering Committee, and keep a good working relationship with the different partners involved in the implementation of the Community-Led Monitoring initiative at State level.

    Background

    As the world scales up public health responses to the COVID-19 pandemic, countries are being urged to take decisive action to control the epidemic and provide necessary services and diagnostics to the people who need them. Countries are being requested to take a comprehensive approach tailored to their circumstances, with containment as the central pillar. However, as in all acute epidemics, especially where casual person-to-person transmission occurs, there is a need to ensure that the response is grounded firmly in human rights.

     

    In Nigeria, the number of cases related to COVID-19 remains low, but concerns on its likely chronic infectious diseases of HIV/AIDS, Tuberculosis and malaria remain untested, given the high burden of these diseases and relatively weak health system, compared to those of currently most affected countries, such as Spain. There are notable worries that COVID-19 outbreak in Nigeria can compromise the salubrious gains already made with PEPFAR, Global Fund and other investments in HIV, TB and malaria control. An urgent and pragmatic measure needs to be taken to support response to COVID-19 to minimize risks and sustain the efforts on improving the statistics of these core GF programs, otherwise the situation will be compounded.

     

    With the advent of the Coronavirus, the National COVID-19 Multi-sectoral Pandemic Response Plan was developed by the Presidential Task Force on COVID-19 with 10 pillars. Under the pillar on Epidemiology and Surveillance, led by the Nigerian Center for Disease Control (NCDC), is the component of “community surveillance” and “use of health care workers and volunteers” to sensitize community members and intensify contact tracing. In response, the UN System developed the One UN COVID-19 Response Plan, that is also structured around the 10 pillars of the Government plan. It further established the One UN Basket Fund for COVID-19 in Nigeria, through which this Community-led Monitoring of COVID-19 and HIV is financed.

     

    As Nigeria works towards achieving national and global targets and the sustainable development goals, Community Led Monitoring becomes critical in all spheres to ensure the gathering of evidence, rapid response to red flags, improved quality and impact of services and accountability at the programmatic and policy levels. This level of monitoring also ensures community leadership and empowerment for a sustainable response to HIV and COVID, and can be used as a catalyst in the management of other health programs. History of the HIV epidemic has made it clear that any response will only be effective, and achieve desired results when affected communities are meaningfully involved in its development, implementation, and monitoring. Thus, the involvement of the Network of People living with HIV/AIDS in Nigeria (NEPWHAN).

     

    It is within this context that NEPWHAN, with support from the UNAIDS Country Office, and in partnership with ITPC West Africa, will implement the Community Led Monitoring initiative in Nigeria.

     

    NEPWHAN is an indigenous non-governmental organization and the national umbrella body that coordinates and administers all Support Groups, constituencies, associations and organizations of persons living with HIV/AIDS in Nigeria.  NEPWHAN was formed in 1998, with membership in over 1,030 Support Groups across the 36 States of Nigeria and the Federal Capital Territory, Abuja.

     

    In response to the need for effective coordination of the Community Led Monitoring initiative across the supported States, NEPWHAN is seeking dynamic professionals to work in the above-mentioned positions.

     

    JOB DESCRIPTION OF THE PROGRAM COORDINATOR/NATIONAL FOCAL POINT

    The Program Coordinator/National Focal Point will work under the supervision of the NEPWHAN National Coordinator and the Head of Program.

     

    The main role of the Project Coordinator/National Focal Point is to coordinate the implementation of the program management component of the Community-Led Monitoring of COVID-19 and HIV in Nigeria.

     

    Together with the management of NEPWHAN, the Project Coordinator/National Focal Point will ensure the good functionality of the National Community Consultative Group (NCCG), and keep a good working relationship with the different partners involved in the implementation of the Community-Led Monitoring initiative in Nigeria.

    With the support of NEPWHAN Monitoring and Evaluation team, s/he will be responsible for ensuring data quality control at States and site levels.

    S/he will also have supervisory role of the Data Collectors (Community Volunteers), with an overview of activities in all other designated States, where the NEPWHAN Community-Led Monitoring initiative will be implemented.

     

     

     

    Main Tasks and Responsibilities

     

    General Program Management

    • Support the development and strengthening of the Program component of the intervention. (program management/reporting tools, etc) for the Community-Led Monitoring initiative at the national and State levels,
    • Support the streamline of Program management processes and tools (work plan, concept documents, etc).
    • Work with ITPC West Africa program management team to address program management issues.
    • Support the capacity building of NEPWHAN State officers to implement the CLM in Nigeria.

    The Finance Officer will work under the supervision of the NEPWHAN National Coordinator and Head of Finance Department.

    Main Tasks and Responsibilities

    • Ensure that all accounting records are maintained in line with NEPWHAN Financial Manual, International Financial Reporting Standards and Donors and Partners requirements.
    • Collaborate with State Staff to ensure timely reporting and  prompt retirement of advances
    • Posting and updating prepayment and cash advances subsidiary ledger.
    • Responsible for issuing receipts, preparing and posting of Payment Vouchers and maintaining the cash books in accordance with laid down policies and procedures;
    • Monitoring of Advance Payments control accounts and generation of periodic advance payments schedule.
    • Ensure that all registers including Cheque Register, Fixed Assets Register, and other subsidiary ledgers are appropriately kept and up to-date;
    • Ensure that all accounting records are updated promptly.
    • Processing of the release of prepayments and retirement of cash advances;

    QUALITIES AND QUALIFICATIONS OF A COMMUNITY VOLUNTEER

    • Priority will be given to members of  PLHIV and / or KPLHIV support group.
    • Potential candidate should be resident in the implementation Local Governmantt Area and State where he/she is assigned.
    • Understands the predominant Nigerian Languages (English or Pidgin English).
    • Understand the local language of the people.
    • They should have had prior work experience and involvement in a lot of HIV related activities e.g. demand creation for HIV services, community engagement inclusive of mentor mothers, partner notification services etc.
    • Members from the Networks who have capacity to participate in surveillance activities particularly who have been involved in surveillance or other health related activities at community level should be prioritized for engagement.

    • They should have attained a minimum of secondary school education to be considered for selection as community volunteers.

    • Support case identification, contact tracing, follow-up, and monitoring in the ward(s)
    • Support active case search in the health care facilities
    • Assist in distribution of IEC materials to the community
    • Transmit key health messages on COVID-19 and HIV including basic elements of mental health and psychosocial support to families through house-to-house visits

S/he will serve as one of the focal person for NEPWHAN in the State under the Global Fund/FHI360 Optimizing Impact Project, and provide support to M&E and programmatic activities of NEPWHAN in the State as regards the project.

    Specific Roles:
    1. Collaborate with treatment SR/SO in the State for effective project implementation
    2. Liaise with facility focal persons in various units of the facility (ART, ANC, PMTCT, Record/M&E unit, Lab, referral focal persons, etc) to ensure cordial working relationship with the facility, and address advocacy issues
    3. Monitor and ensure quality of care for PLHIV at all supported facilities
    4. Conduct periodic spot-checks on activities of the Case Managers to validate reported data
    5. Oversee all Program activities in the State. Write and submit monthly Program narrative reports
    6. Ensure timely submission of activity, monthly and other reports to the national office
    7. Visit supported facilities to verify activities of the State M&E Officer and Case Managers, and address unresolved project implementation issues
    8. Share State level reports with relevant partners (SACA, LACA, State Ministry of Health, etc)
    9. Ensure timely response to review comments on Program and M&E reports, as well as audit queries
    10. Represent NEPWHAN at all meetings in the State relating to the project and submit reports of such meetings
    11. Perform any other duties assigned by the national office and others that add to the success of the project, as may be required.
    Qualifications:
     Bachelor’s Degree or HND in Social Sciences or other related disciplines.
     Previous work experience in Global Fund HIV/TB Grants
     5 years’ work experience in NGO/CBO or Int’l organizations setting
     Excellent skills in Microsoft office, including Word, Excel and Power point
     Excellent communication (verbal and written) skills, plus organizational and administrative skills
     Working knowledge of Care & Support in HIV interventions in Nigeria.
     Attentive to details, highly organized and self-motivated.
     The candidate must be based and resident in the State (Cross Rivers State)

Strategic plan document is a tool that is useful for guiding day-to-day decisions and also for evaluating progress and changing approaches when moving forward.

    NEPWHAN’s five year Strategic plan was last developed in the year 2010 of which it is now obsolete. Consequent to this, NEPWHAN organised a 3-day strategic plan development workshop with the intention to:

    Take stock of the implications of the NAIIS, as well as changes in the institutional, funding and policy mechanisms supporting the AIDS response in Nigeria for our mission and work;

    Jointly review where we stand today and consider the opportunities to re position and strengthen NEPWHAN as a critical partner in the National HIV response; among many others.

    The opening ceremony was graced with the presence of many prominent personalities among which was Director General of National Agency for Control of AIDS – NACA and many others.
