Introduction
The Network of People living with HIV/AIDS in Nigeria (NEPWHAN) is the umbrella body of all Support Groups, State networks, constituencies, associations and organizations of people living with HIV in Nigeria, with the mission to contribute meaningfully to the national HIV response.
Within the new Global Fund (GF) GC7 N-THRIP grant, NEPWHAN has been selected as a Sub-Recipient to the Principal Recipient (IHVN) to implement the community component of the grant. Within the N-THRIP work plan, Nigeria PLHIV Stigma index 2.0 would be implemented.
The Nigeria PLHIV Stigma Index 2.0 Survey is a study to measure acts and perceived acts of stigma and discrimination against people living with HIV and AIDS in Nigeria. This proposed study by Network of People living with HIV in Nigeria will be the third of its kind aimed to assess current and emerging HIV/AIDS stigma and discrimination trends in Nigeria as experienced by people living with HIV/AIDS (PLHIV). Information collected from this survey will serve as an evidence-base and tool for critical advocacy activities to promote the rights of PLHIV and effect positive change in HIV care. When implemented, the survey would be a veritable tool for HIV program planners to ensure that adequate allocations are made for HIV response in Nigeria. It is against this background that NEPWHAN is looking for credible and experienced hands to fill the positions listed below.
Coverage States for this survey is sixteen (24) States plus the Federal Capital Territory (FCT); Kaduna Kano, Sokoto, Jigawa; Taraba, Gombe, Bauchi, Adamawa; Nasarawa, Benue, Kwara; Abia, Anambra, Imo, Enugu; Lagos Oyo, Ondo, Ogun; Akwa-Ibom, Edo, Cross River, River, while central coordination would be done at NEPWHAN Head office in Abuja.

ADVERTISED POSITIONS AND JOB ROLES
POSITION: Research Coordinator (consultant)
LOCATION: FCT, Abuja.
The Research Coordinator (Consultant) This role is meant to provide expertise when it comes to the more technical aspects of the research. This person will be working under the direction of NEPWHAN who is the PLHIV network leading the implementation. The research consultant will be reporting to NEPWHAN and supervised directly by the Technical Committee, with oversight from the Steering Committee, and GNP+ providing technical support.
Role of the Research Coordinator (Consultant):
- Provide technical leadership in the design, development, administration, planning and implementation of the study.
- Develop an inception report with detailed methodology, timelines, and field implementation budgets.
- Review and finalize survey Protocol and tools in accordance with the People Living with HIV Stigma Index 2.0 guidelines and submit for ethical approval in accordance with Nigeria Research Ethics Committee guidelines.
- Support and provide guideline in selecting Research Assistants and State Coordinators from the Networks of People living with HIV/AIDS in Nigeria (NEPWHAN) in partnership with the national core team.
- Develop training slides and facilitate the conduct of the training of the Research Assistants from NEPWHAN and Key Populations Secretariat in preparation for the survey fieldwork and data collection.
- Supervise and coordinate fieldwork and data collection and ensure compliance with the methodology proposed.
- Provide oversight in data management (quality check) analysis and interpretation.
- Facilitate review and validation meetings.
- Provide a consolidated Nigeria HIV Stigma Index Report.
- Provide Standardized presentation slide for the final Stigma Index Report
- He/she will also perform other duties recommended by the technical/Steering committee and the external consultants GNP+.
Deliverables for Research Coordinator (Consultant)
The deliverables from the Research Coordinator (Consultant) are as follows but not limited to it.
- Inception report
- Review and adapt the GNP+ survey Protocol with ethical clearance and approval
- Review and adapt data collection tools
- Develop the training tools for data collection
- Training report for data collection
- Final data set in acceptable format
- Draft Stigma Index assessment report
- Validation Workshop – MoVs
- Validation and Consensus Building Report
- Final consolidated HIV Stigma Index survey report and Presentation slide

Key Skills and Experience:
- At least master’s degree in public health or any science related field.
- Minimum of 5 years’ experience in leading programme/project evaluation in Nigeria;
- Ability to design and plan evaluation approaches and research methodologies, including quantitative and qualitative research methods;
- Previous experience in community research/survey related activities.
- Experience working with HIV/AIDS National response stakeholders.
- Previous experience working with target population will be a plus
- Previous experience using REDCAP data collection and analytical methods and other analytical methods/softwares.
- Fluency in English language;
- Excellent writing skills; and
- Ability to work within strict/tight deadlines.
POSITION 2: Research Assistant/Data Manager
LOCATION: FCT, Abuja
The Research Assistant/ Data Manager Will be supervised directly by the Research Coordinator (Consultant), and perform duties assigned by the Research Coordinator (Consultant). Below are specific TOR for the Research Assistant/Data Manager.
Role of the Research Assistant/Data Manager):
- Provide technical assistance in the design, development, administration, planning and implementation of the study.
- Assist in the development of an inception report, with detailed methodology, timelines, and field implementation budgets.
- Assist in the review and finalization of the survey Protocol and tools in accordance with the People Living with HIV Stigma Index 2.0 guidelines and submit for ethical approval in accordance with Nigeria Research Ethics Committee guidelines.
- Support the Lead Consultant in the production of guidelines for selecting Research Assistants and State Coordinators from NEPWHAN, in partnership with the national core team.
- Assist the Lead Consultant in developing training slides and provide oversight training of the Research Assistants from NEPWHAN and the Key Populations Secretariat in preparation for the survey fieldwork and data collection.
- Supervise data collection, and compliance with the methodology proposed.
- Generate relevant database for the research at all levels.
- Provide data management (quality check) analysis and interpretation.
- Facilitate review and validation meetings.
- Work with the team to provide consolidated Nigeria HIV Stigma Index report.
- Perform other duties arising from final review of the stigma index protocol.
Deliverables for Research Assistant/Data Manager

Key Skills and Experience:
- At least bachelor’s degree in public health or any science related field.
- Minimum of three years’ experience in research data management in Nigeria;
- Demonstrate ability to design and plan research methodologies, including quantitative and qualitative research methods.
- Previous experience in community research/survey related data management.
- Previous experience working with target population will be a plus
- Previous experience using REDCAP data collection and other analytical methods/softwares.
- Fluency in English language.
- Excellent writing skills; and
- Ability to work within strict/tight deadlines.
POSITION 3: Administrative Assistant
LOCATION: FCT, Abuja.
This title will apply to a person employed for the purpose of supporting the administrative and organizational functions of NEPWHAN as it relates to PLHIV Stigma Index Survey 2.0. The Administrative Assistant will be resident in NEPWHAN National Secretariat and will perform administrative functions that relates to Stigma Index research 2.0 deliverables. Key responsibilities of the Administrative Assistant include, and not limited to the following.
Roles of the Administrative Assistant
- Provide administrative support to the Stigma Index survey 2.0 research team.
- Provide an efficient secretarial/administrative support services to the research project(s) and NEPWHAN.
- Organize meetings, manage agendas and take minutes.
- Liaise with relevant departments and project leaders within the research area to help co-ordinate their research activities.
- Facilitate dissemination of information, as required.
- Implement and co-ordinate actions on policy decisions in the research area.
- Implement a tracking mechanism to ensure all relevant queries and issues are addressed efficiently.
- Work with relevant stakeholders to help provide required administrative support for this survey
- Assist in the development of promotional materials, including website, brochure materials, reports etc.
- Organize events as required e.g. coordination meetings
- Support the day-to-day activities of the research project and any other assignment as designated by the Lead Consultant.
- Perform other duties arising from final review of the stigma index protocol.
Key Skills and Experience:
- BSC/HND in administration or any relevant field
- Minimum of two years’ experience in office administration.
- Previous experience working with target population will be a plus
- Previous experience using REDCAP data collection and analytical methods and other analytical methods/softwares.
- Fluency in English language;
- Ability to work within strict/tight deadlines.
- Excellent writing and communication skills
- Attention to detail.
- Critical thinking.
- Proficiency in statistical and Graphical Analysis of Data.
- Planning and scheduling skills.
