Consultant: Manuscript Development and CLM Research Support
Project Title: Strengthening Community-Led Monitoring for Health Systems Improvement in Nigeria
Contracting Organization: Network of People Living with HIV/AIDS in Nigeria (NEPWHAN)
Duration: June – September 2025
Fee: USD 2,000 (all-inclusive). Payment is in Naira.
1. Background
NEPWHAN, in collaboration with ACOMIN and TBNETWORK, is implementing a project titled “Strengthening Community-Led Monitoring for Health Systems Improvement in Nigeria”, supported by ITPC through the CLM Small Grant. The goal is to translate evidence from CLM platforms into high-quality manuscripts for publication in peer-reviewed journals. This will inform policy, improve service delivery, and strengthen community-led responses to HIV, TB, and Malaria in Nigeria.
2. Purpose of the Consultancy
To support the development of full-length manuscripts based on accepted abstracts at the 2025 IAS Conference and existing CLM data, ensuring timely submission to reputable journals such as PLOS ONE or Frontiers in Public Health.
3. Scope of Work / Specific Tasks
The Consultant will work closely with the NEPWHAN research team and project collaborators to:
- Conduct a detailed review of existing CLM reports, frameworks, and datasets.
- Prepare an inception report outlining the methodology, timelines, and proposed manuscript structure.
- Expand two accepted abstracts into full-length manuscripts suitable for submission to peer-reviewed journals.
- Ensure manuscripts include robust literature review, methodology, results interpretation, and policy recommendations.
- Incorporate gender, equity, and community system strengthening perspectives into the manuscripts.
- Facilitate internal review and integrate feedback from co-authors and technical advisors.
- Draft one policy brief summarizing key findings and implications for community health systems.
- Submit a final report summarizing consultancy outputs.
4. Expected Deliverables
- Inception report detailing the work plan and methodology
- Two full-length manuscripts
- Power Point Presentation Summarizing each Manuscript
- Final consultancy report summarizing key activities and outcomes

All payments are subject to timely delivery and approval of specified deliverables.
6. Qualifications and Experience
- Advanced degree in Public Health, Epidemiology, or related fields
- Proven track record of peer-reviewed publications in public health or social science journals
- Strong understanding of community-led monitoring and health systems in Nigeria
- Excellent writing and data synthesis skills
- Familiarity with HIV/TB/Malaria programming and policy in sub-Saharan Africa
7. Reporting & Supervision
The Consultant will report directly to the Principal Investigator (NEPWHAN) and coordinate with co-investigators and project leads. Regular check-ins will be scheduled for progress updates.
8. Confidentiality
The Consultant shall treat all materials and information provided during the consultancy as confidential and not use them for any purpose outside the scope of this assignment without prior written consent from NEPWHAN.
