1. Background
The Network of People Living with HIV and AIDS in Nigeria (NEPWHAN) is a national coordinating body representing the interests of People Living with HIV (PLHIV) in Nigeria. NEPWHAN implements various community-led programs aimed at strengthening the capacity of PLHIV and Key Populations (KPs) to advocate for their rights, access quality HIV services, and address human rights violations, stigma, and discrimination.
In line with ongoing efforts to build sustainable capacity within the community network, NEPWHAN, with support from Globalfund through IHVN, is organizing a National-Level Stakeholders/Partners Meeting to develop and integrate online training modules on Gender and Sexual Diversity, Human Rights Literacy, and Stigma and Discrimination. The training aims to enhance understanding and promote inclusivity among community members, strengthen community response, and improve service delivery outcomes.
To achieve this, NEPWHAN seeks the services of a qualified Consultant to facilitate and lead the technical process for developing and integrating these modules.
2. Purpose of the Consultancy
The purpose of this consultancy is to provide technical leadership and facilitation in developing, harmonizing, and integrating online learning modules that address gender and sexual diversity, human rights literacy, and stigma and discrimination. The consultant will guide the national stakeholders and technical partners to produce a comprehensive, contextually relevant, and user-friendly online capacity-building package for PLHIV and Key Populations.
3. Specific Objectives
The specific objectives of this consultancy are to:
- Facilitate a national stakeholders/partners’ workshop to review existing training resources and identify key learning content for adaptation into online modules.
- Provide technical guidance in the design, structure, and integration of the modules into NEPWHAN’s online learning system.
- Ensure that module content reflects gender sensitivity, human rights principles, and non-discrimination approaches.
- Produce a final integrated online training framework and module outline ready for digitization and pilot deployment.
- Document key deliberations and outcomes from the stakeholders’ meeting.
4. Scope of Work and Key Tasks
The Consultant will perform the following key tasks over the 10-day engagement period:
- Preparatory Phase
- Review relevant NEPWHAN training materials, national HIV guidelines, and human rights frameworks.
- Develop a workshop concept note, facilitation guide, and draft agenda.
- Stakeholders/Partners Workshop Facilitation
- Facilitate technical sessions on gender and sexual diversity, human rights, and stigma/discrimination.
- Coordinate group discussions and consensus-building sessions to harmonize learning content.
- Ensure inclusive participation and balanced contributions from all stakeholders.
- Module Development and Integration
- Consolidate workshop outputs into structured online module frameworks.
- Align modules with existing NEPWHAN e-learning systems (if applicable).
- Integrate inclusive learning methodologies suitable for adult community learners (PLHIV, KPs).
- Reporting and Validation
- Draft and submit a comprehensive workshop report.
- Produce a final integrated online training module framework and recommendations for deployment.
- Present outcomes to NEPWHAN’s technical team and partners for validation.
5. Expected Deliverables

6. Duration of Consultancy
The consultancy will be conducted over 10 working days within an agreed timeline (to be communicated by NEPWHAN).
7. Reporting Line
The Consultant will work closely with the NEPWHAN GHR Focal Point and M&E Units, under the overall supervision of the Program Manager. The Consultant will also liaise with designated technical partners supporting the assignment.
8. Qualification and Experience
The ideal Consultant should possess:
- Degree in Public Health, Social Sciences, Gender Studies, or Human Rights (or related field).
- Minimum of 7 years of professional experience in curriculum development, adult learning, or community capacity building.
- Proven experience in developing online or blended learning materials
- Demonstrated expertise in gender and human rights mainstreaming, and stigma and discrimination reduction within HIV programs.
- Excellent facilitation, writing, and communication skills.
9. Consultancy Fee and Payment Schedule
- The Consultant shall be paid a daily rate of ₦70,000 for 10 working days, totalling ₦700,000 (Seven Hundred Thousand Naira Only).
- Payment will be made in two tranches:
- 50% upon completion of the workshop and submission of draft module frameworks.
- 50% upon submission and approval of the final report and validated training modules.
10. Confidentiality
All information and materials gathered during the course of this consultancy shall remain the property of NEPWHAN. The Consultant shall not disclose or reproduce any part of the assignment outputs without prior written approval from NEPWHAN.
11. Expected Start Date
The assignment is expected to commence immediately upon contract signing, and will be completed within the stipulated 10 working days.
