BACKGROUND: The Global Fund Circle 7(GC7) implementation planprovides a detailed description of the strategies employed to implement a wide array of interventions to enable the programme to achieve the set target in RSSH GC7. The Implementation approach involves the participation of different stakeholders with diverse roles and a common goal. Within this arrangement, the CSO networks is an integral part of the grant implementation and help to monitor the grant implementation and ensure accountability at all levels through community led monitoring mechanisms.
The Principal Recipient (PR), National Tuberculosis, Leprosy & Buruli Ulcer Control Programme (NTBLCP), is saddled with the responsibility of coordinating activities of the ATM networks to deliver on a set of activities that are aimed at improving capacity of the CSO networks and her members to deliver on effective CLM interventions. Community observatory to coordinate and respond to human rights and gender issues -Provision for work tools and Provision for TA on coordination is among the planned activities under the RSSH workplan.
Within the C19RM grant, the programme established GBV response team in 12 States. The State level team consists of 5 members per State who provide front line support for GBV survivors and make referral for various services including clinical investigation and management services, medical-legal linkages, psycho-social support (Mental health services and counselling). Interventions that enabled provision of these services were Community Outreach for awareness about GBV, Small Group Discussion for sensitization of artisans and various small group. Through these interventions, community members are sensitized to report or seek GBV services through phone calls or face to face counselling to report issues. Issues reported by the communities are also passed to the GBV response team who ensure that the issues are addressed, and needed services provided. The project also developed a map/directory of organizations/partners that provided services for GBV/GHR survivors. The directories developed for each of the 12 States is consulted while sending the survivors to access needed services. This consultancy is planned to strengthen the GBV/GHR response with the GC7 grant through community observatory.
The lead consultant will work in two segments(subject to satisfactory performance) as highlighted in activity 1 and 2 below. Transition of the lead consultant to the second segment (Provision for TA on coordination) would be subject to satisfactory completion of the first segment – meaning that, the same consultant would be retained to complete the second segment of the activity if the first segment is well delivered. Below are the two milestones of the intervention.

POSITION 1: Lead Consultant
LOCATION: FCT, Abuja.
LEAD CONSULTANT: The lead consultant would among other things, coordinate activities of the community observatory team in all the 12 States. Below are scope of work for the consultant.
Scope of work for the lead consultant:
- Leadership and Coordination: Provide leadership and coordination for the community observatory teams in the 12 States, ensuring timely and effective implementation.
- Tool Development: Develop needed tools, SoP, training curriculum/PowerPoint presentations, templates, training agenda etc.
- Script Developed tool online: Developed online data collection tools like ODK Collect, SurveyCTO or similar application for real time data collection and reporting.
- Training Facilitation: Facilitate a three-day meeting of 24 participants to develop or adapt tool and SOPs to coordinate and action human rights and gender-based violence issues.
- Data Collation and management: Design and implement methodologies for data collection, analysis, and interpretation including oversight in data management (quality check) of data from the 12 States.
- Supervision and Coordination: Supervise and coordinate the 12 State Supervisors and State level observatory team for fieldwork and data collection, monitoring and ensure compliance with proposed methodology.
- Stakeholder Engagement: Engage with national-level stakeholders including leaders of the national ATM networks to ensure wholistic participation.
- Reporting and Dissemination: Prepare and submit reports, including findings and recommendations, and disseminate results to stakeholders.
- Other Duties: Support other duties that may be recommended by the ATM Networks.
Key Skills and Experience:
- At least, Master’s degree in public health or any related field
- Minimum of three years’ experience working with CSO networks in their diversity.
- Minimum of 3 years of experience in relevant fields, such as community development, community Led Monitoring or management of community projects.
- Strong research, analytical, and communication skills, with ability to work with diverse stakeholders.
- Familiarity with community-based data management and analysis techniques.
- Ability to design and plan evaluation approaches, including quantitative and qualitative (FGD, KII) methods.
- Previous experience using data collection and analytical methods and analytical software.
- Fluency in English language.
- Excellent writing skills.
- Ability to work within strict/tight deadlines with minimal supervision.
Deliverables for the lead consultant
Deliverables for the lead consultant will be in line with the different segments of the planned activities as follows;
Activity 1: Community observatory to coordinate and respond to human rights and gender issues -Provision for work tools.
- Inception report
- Training slides/curriculum for the 3-day training of master trainers.
- Training agenda.
- Tools and SPOs to coordinate and respond to human rights and gender issues; coordination framework for GBV/ GHR issues.
- Report of the 3-day meeting of 24 participants to review, finalize and adopt tools and SOP for implementation of community observatory.
Activity 2: Community observatory to coordinate and respond to human rights and gender issues – Provision for TA on coordination.
- Scripted data collection tool on ODK Collect, SurveyCTO or similar application.
- Detailed final report highlighting findings and recommendations from the implementation of the community observatory.
- Data product: Provide data analysis and interpretation, using statistical and thematic analysis techniques for collected data.
POSITION 2: State Supervisors
LOCATION: 12 States (Akwa Ibom, Bauchi, Oyo, Sokoto, Anambra, Plateau, Rivers, Lagos, Kaduna Gombe, Delta and Ogun).
Role of the State Supervisors
State supervisor acts as a bridge between the community and external stakeholders within the State, ensuring that the community observatory intervention is implemented effectively, contributes to positive change, and is responsive to the needs of the community.
- Leadership and Coordination of the State level community observatory team in the assigned State for timely and effective implementation.
- Step down design and implementation of methodologies for data collection, analysis, and interpretation on the State level community observatory team.
- Oversight on data management to the state level community observatory team for (quality check) analysis and interpretation of data at the state level.
- Supervise and coordinate the state level community observatory team for fieldwork and data collection, monitoring and ensure compliance with the methodology proposed.
- Engage with the State level stakeholders including leaders of the State level ATM networks to ensure their participation.
- Technical support and capacity building for State level community observatory team to collect, harmonize and analyze data.
- Collate data/report from various data collection points; prepare and submit reports, including findings and recommendations to the lead consultant.
- Support other duties that may be recommended by the State ATM Networks.
Key Skills and Experience:
- At least, first degree or HND in relevant field.
- Minimum of three years’ experience working with CSO networks in their diversity.
- Minimum of 2 years of experience in relevant fields, such as community development, community Led Monitoring or management of community projects.
- Familiarity with community-based research methodologies and data analysis techniques.
- Previous experience using data collection and analytical methods and other analytical methods/software.
- Understands and can fluently communicate in local language of the host State where the applicant intends to work.
- Fluency in English language.
- Excellent writing skills.
- Ability to work within strict/tight deadlines.
- Interested candidates should be resident in the State where he/she intends to apply for the role.
Expected deliverables from the State Supervisors
The State supervisor will function in Activity 2: Community observatory to coordinate and respond to human rights and gender issues – Provision for TA on coordination.
Below are the expected deliverables for the State Supervisor.
- Detailed State level final report(in recommended template) highlighting data products, findings and recommendations from the implementation of the community observatory in the State.
- Compiled MoV for implemented activities.
